Im putting together a yfz450 rigid for my 9 year old. Do I really need to de-bore it to under 400cc or can I just throttle stop it to not run faster than 5.0?

I just noticed that it says 5.5 seconds. I thought I saw somewhere that they had a 400cc limit. Could I get a ruling on a 450cc 4stroke riden by a 9 year old being legal or not? Pretty please....Thanks
